We have recently published a set of Frequently Asked Questions which contains information about what to do if you are not satisfied with a developer’s pre-application consultation - https://infrastructure.planninginspectorate.gov.uk/wp-content/ipc/uploads/projects/General/General-Advice-00632-1-170702%20s47%20Community%20Consultation%20FAQ.pdf . If an application were to be accepted, you would be able to register and become an “interested party”. Advice Note 8.3 - https://infrastructure.planninginspectorate.gov.uk/wp-content/uploads/2013/04/Advice-note-8-3v4.pdf - contains more information about that process.
