The Applicant has submitted the Benthic Implementation and Monitoring Plan (PDF, 8MB) and associated documents to the Secretary of State for Energy Security and Net Zero for her consideration. The Secretary of State has invited the Marine Management Organisation and Natural England to comment on the Plan, in accordance with the Norfolk Boreas and Norfolk Vanguard Offshore Wind Farm Orders. The deadline for response is 23:59 on Friday 19 April 2024.

16 January 2024

On 13 June 2022 the Marine Management Organisation (MMO) received a request from Norfolk Vanguard Offshore Wind Farm limited, to vary the Deemed Marine Licences (DML) contained within Schedules 9 and 10 of Norfolk Vanguard Offshore Wind Farm Order 2022 (PDF, 3MB).

The MMO has now completed its consideration of the request and, in exercise of the powers conferred by section 72(3)(d) of the Marine and Coastal Access Act 2009, has determined to make the variations as detailed in the documentation published on the MMO website: Norfolk Vanguard Offshore Wind Farm Order 2022 - GOV.UK (www.gov.uk)

The Applicant has submitted the Lesser Black-Backed Gull Implementation and Monitoring Plan and associated documents to the Secretary of State for Business, Energy and Industrial Strategy for his consideration. The Secretary of State has invited East Suffolk Council, Great Yarmouth Borough Council and Natural England to comment on the Plans, in accordance with the Norfolk Boreas and Norfolk Vanguard Offshore Windfarm Orders. The deadline for response is 23.59 on Thursday 24th November 2022.

A Decision Letter (PDF, 183KB) and Amendment Order (PDF, 45KB) have been issued by the Department for Business, Energy and Industrial Strategy to make a change that is not material to the Norfolk Vanguard Offshore Wind Farm Order 2022.

The Secretary of State has issued an Approval Letter (PDF, 117 KB) on 27 September 2022 for the Plans of Work for the Kittiwake Steering Group, the Lesser-Black Backed Gull Steering Group, and the Benthic Steering Group, pursuant to Schedule 19, Parts 1 to 3 of the Norfolk Vanguard Offshore Wind Farm Order 2021.

Following an Order of the High Court made on 18 February 2021, the decision of the Secretary of State dated 1 July 2020 to grant the application by Norfolk Vanguard Limited for development consent for the proposed Norfolk Vanguard Offshore Wind Farm has been quashed. The Secretary of State will now re-determine that application. Further details on the re-determination process will be published here in due course.

24 February 2021

Following an Order of the High Court made on 18 February 2021, the decision of the Secretary of State dated 1 July 2020 to grant the application by Norfolk Vanguard Limited for development consent for the proposed Norfolk Vanguard Offshore Wind Farm has been quashed. The Secretary of State is considering the judgment and will decide on the next steps in due course.

Following an Order of the High Court made on 18 February 2021 the decision of the Secretary of State dated 1 July 2020 to grant the application by Norfolk Vanguard Limited for development consent for the proposed Norfolk Vanguard Offshore Wind Farm has been quashed. NB Following an Order of the High Court made on 18 February 2021, the decision of the Secretary of State dated 1 July 2020 to grant the application by Norfolk Vanguard Limited for development consent for the proposed Norfolk Vanguard Offshore Wind Farm has been quashed. The Secretary of State has decided to re-set the statutory deadline for this application to 1 July 2020. A statement confirming the new deadline for a decision will be made to the House of Commons and House of Lords in accordance with section 107(7) of the Planning Act 2008 as soon as possible.

The Secretary of State has received responses from the Applicant and other Interested Parties to his consultation letter dated 6 December 2019 by the 28 February 2020 deadline. The Secretary of State considers the information provided by the Applicant in response to those letters to contain new environmental information and invites comments from Interested Parties on the representations received. The new deadline for this is 27 April 2020.

The Secretary of state for Business, Energy and Industrial Strategy has requested information and comments from Norfolk Vanguard Limited, Interested Parties and Other Parties on the Norfolk Vanguard Offshore Wind Farm.

The Secretary of State will be setting a new deadline for a decision. A statement confirming the new deadline for a decision will be made to the House of Commons and House of Lords in accordance with section 107(7) of the Planning Act 2008 as soon as possible once Parliament is in session.
