Whilst the SEP and DEP projects are not due to be located within the East Suffolk District, it is understood that the Applicant is exploring possible compensation for kittiwake gulls due to the predicted level of impact introduced by the two extension projects on the Flamborough and Filey Coast (FFC) Special Protection Area (SPA) population. East Suffolk Council understands that as part of the DCO application, compensation plans are being prepared exploring proposals to deliver improved artificial nest sites within Lowestoft where kittiwakes are already nesting as compensation for the predicted impacts. East Suffolk Council will be making representations in relation to the possible requirement for kittiwake compensation within our District and wish to clarify our strategic position on such matters whilst working with PINS and the Applicant throughout the DCO Examination. As authorised by the Case Officer (18 October 2022), East Suffolk Council will be submitting additional detail regarding our Relevant Representation in letter format directly to PINS as part of this process and separate to this form.
