North Kesteven District Council (NKDC) seeks registration in order to make representations as necessary regarding agricultural land impacts; including reviewing cumulative effects alongside other NSIP-scaled solar projects in Lincolnshire. NKDC's representations are likely to focus on documents C6.2.19. C6.3.19.1, C6.4.2.1 and C6.4.8.15. North Kesteven District Council (NKDC) wishes to register as an interested party to the Examination. Advice Note 8.2, paragraph 6.5 notes that a Relevant Representation should relate to the application and must include a summary of points which you agree and/or disagree with about the application, highlighting what you consider to be the main issues and impacts. NKDC is likely to provide comments in relation BMV/agricultural land impacts with reference to documents C6.4.19.2 and C6.4.19.3 as well as C6.3.19.1 ES Appendix 19.1 and C6.2.19. ES Chapter 19 sets out that detailed ALC surveys of the Sites found agricultural land in grades 2, 3a and 3b. Grade 3b predominates, with Grades 2 and 3a being relatively limited in extent. Paragraph 19.9.3 states that the permanent loss of land (29ha) is greater than 20ha which by the IEMA suggested criteria would be a 'major' magnitude of change, however the paragraph then suggests a 'minor' impact. NKDC would also wish to update the Examination in relation the Heckington Fen proposals, specifically in relation to ES Chapter 19 paragraph 19.11 onwards ('Cumulative Effects') including the estimated BMV amounts and also notes that cumulative effects have not sought to approximate the overall BMV amounts within the identified NSIP solar schemes alongside the county-level resource.
