The proposed near doubling of capacity at Luton Airport will have significant adverse quality of life implications for all of us who live in and around Harpenden and Luton Airport due to : 1. increased noise and frequency of noise. In addition the noise level proposals fail to meet Government Policy aims of minimising and reducing noise levels, nor their proposals for sharing the benefits of noise reduction technology between the communities affected by noise and the aviation industry. 2. unacceptable congestion on the roads and railways This includes a failure for the application to take into account the L&G Housing planning application which will have a significant and unacceptable adverse effect on the peak time traffic along the Luton Road. There is a failure to identify the already severe delays that occur for road users at peak times on key access roads, M1, A1, and local roads including the A1081 and A515. A comprehensive review of the local road structure is needed to accompany this application and this is lacking. Likewise evidence is lacking in how the Thameslink Peak hour train services (and parking), which are already stretched to capacity, will be addressed when demand as a result of this application occurs. 3. Significant increase in greenhouse gases and environmental pollution It is noted that the application fails to strike a balance between the economic benefits and the huge environmental costs this application will result in. There is also insufficient evidence to show that the goals of the application can be achieved nor that the demand for such growth is there. The application is also lacking in evidence that it can meet the Governments Jet Zero Targets. I strongly feel that this application should be declined.
