  1. The limits for noise are still too high. The “World Health Organization guidelines for community noise recommend less than 30 db(A) in bedrooms during the night for a sleep of good quality” and “less than 40 dB(A) of annual average…outside of bedrooms to prevent adverse health effects from night noise.” (WHO factsheets) The Noise Insulation Policy proposals only compensate properties down to 54 dbLA. 2. The proposals do not specify the target reduction in noise for the 5 levels of compensation; they specify the budget available and in some cases the types of insulation. In order to achieve the necessary level of insulation the schemes should specify the target level of noise after insulation is completed.
