I think the main impact on local residents, including me, will be the greater frequency of night flights. The noise limits are too high. The WHO guidelines for community noise recommend under 30 db(A) in bedrooms during the night for sleep of good quality, and under 40 db(A) annual average outside of bedrooms to prevent adverse health effects from night noise. The Noise Insulation Policy proposals only compensate properties down to 54 dbA which is very much louder. The proposals do not specify the target reduction in noise for the five levels of compensation, they merely specify the budget available and in some cases the type of insulation. It is essential that the schemes specify the target level of noise after insulation, otherwise the budget may well be completely inadequate.
