The UK Governments own Climate Change Committee has stated, in it's 2022 report, "The government isn't doing enough to curb demand in aviation growth"; is making, "little tangible progress"; is excessively "reliant on technology"; of the 13 recommendations contained in the 6th Carbon Budget, 4 are making "insufficient progress" and 6 are making "no progress at all"; no fiscal policy is being applied to manage demand viz taxation, quotas or a frequent flyer levy. And finally: "There should ne no net expansion of UK airport capacity unless the carbon intensity of aviation can accommodate additional demand".
