Over the last ten years Luton airport has doubled in size. When that expansion was approved there was an expectation that there would be no further expansion and that the airport would take robust action to minimise the impact of the expansion on neighbouring communities. This has not happened. The airport will claim that some of this is out of their control, specifically FASI-S. My view is that given the existing recognised airspace constraints and the resultant need for FASI-S there should be no approval of any expansion until FASI-S has been agreed and implemented. In addition, the proposals do not take into account the commitments made by many parties to combat climate change. This later point not only relates to the proposed increase in aircraft movements, but also the resultant increase in ground traffic movements.
