Local roads and infrastructure are full of traffic. Regardless of the public transport available a substantial amount of airport users will still drive causing greater traffic locally. Green Controlled Growth proposal - 4.1.13 appears to be a get out clause. There doesn't appear to be firm plans for using green fuels for aeroplanes or other alternatives.
