I oppose the Application as it does not include sufficient mitigating actions for work or operations outside of Luton Borough. As a property owner in St Pauls Walden, I have been planning to establish my business in this location. This is already substantially affected by night flights (and very early starts). The increase in aircraft traffic will make this untenable. The offer for a £4000 one-off contribution is insufficient - many of the houses are old (and include Grade listed buildings) - as such this contribution will cover less tyhan 25% of the property. I note that Luton Rising says that it will create 12,000 jobs from the expansion. Not only does it not express these in FTE (as per good practice), it does not split them into higher value, full time positions based locally (in line with regional economic development priorities). More importantly the application is not balanced, there is no adequate analysis of the jobs lost or loss in economic output in North Hertfordshire in the area. There has also not been an assessment of the impact on quality of life for those living under the flight path of the aircraft (which is due to increase by over 70% of our parish). The assessment refers to its internal (scope1 and 2) reduction in GHG emissions from the development. This does not follow good practice for assessments for a full supply chain and Scope 3 assessment of associated emissions. The assessment on the wider regional environment and biodiversity is not conducted - the application focuses only on the perimeter of the airport itself. The indirect and induced effects are substantial.
