Complaint that the Applicant did not send hard copy consultation documents when it was requested to do so.

Advice given

For the avoidance of doubt, the consultation exercise currently being undertaken by Heathrow Airport Ltd (HAL) is non-statutory. There are important differences between non-statutory and statutory consultation in the Planning Act 2008 (PA2008) process and these are explained in the Planning Inspectorate’s Advice Note 8.1: https://infrastructure.planninginspectorate.gov.uk/legislation-and-advice/advice-notes/ In respect of your enquiry, if you have not received a satisfactory response from HAL you can contact your local authority. Local authorities have a special role in the PA2008 process which, amongst other things, involves advising potential applicants about preparing for and carrying out community consultation at the Pre-application stage of the process. Your local authority will be able to advise HAL in consideration of any comments you (or anybody else) make to it about the consultation process.
