ClosedThe purpose of the preliminary meeting is to enable views to be expressed about the way in which the application is to be examined. It is important to recognise that the preliminary meeting is about procedure. It is about how the examination will be conducted; it is not about the merits of the application. The merits will be considered when the examination of the application takes place, through the written representations and the programmed hearings.
