Pursuant to the submissions made at Deadline (D) 6 (23 April 2021), the Examining Authority has amended the Examination Timetable under Rule 8(3) and sought further information under Rule 17. D7 has been changed to Wednesday 5 May 2021 and a new D8, of the 10 May 2021 has been added.

Responses to the requests for further information are due by D7 - 5 May 2021.

The Examining Authority has published the Report on the Implications for European Sites (PDF, 301KB), but does not consider it necessary to request further information on any matter, under Rule 17 of The Infrastructure Planning (Examination Procedure) Rules 2010, or publish a schedule of proposed changes to the draft Development Consent Order, at this stage.

The Examining Authority (ExA) has reviewed the Applicant’s Unmanned Aerial Vehicle (UAV) footage (Document, 4KB), accepted into the Examination by the ExA on 10 March 2021, as well as the comments made by Interested Parties (IPs) received by Deadline 5 (Friday 19 March 2021). Taking the UAV Footage and IPs Responses into consideration, as well as bearing in mind the ExA’s Rule 9 letter of 15 January 2021 (PDF, 127KB), the ExA is satisfied that an Accompanied Site Inspection is not required.

The Examining Authority (ExA) has used its discretion to accept Unmanned Aerial Vehicle (UAV) footage submitted by the Applicant. Additionally, the ExA has issued a Rule 17 letter (PDF, 116KB) seeking comments from Interested Parties on the UAV footage at Deadline 5 (Friday 19 March 2021).

The Examining Authority (ExA) considers that an Accompanied Site Inspection (ASI) may not be required, but a final decision into whether to hold an ASI will be made following review of the Applicant's Unmanned Aerial Vehicle, otherwise known as drone, footage that is due to be made available to the ExA week commencing 1 March 2021. Following review of this drone footage, if an ASI is required arrangements will be made and the Examination Timetable will be amended accordingly.

An email from the Applicant seeking a direction to exempt it from Rule 13(6)(b) of The Infrastructure Planning (Examination Procedure) Rules 2010 has been accepted as an Additional Submission (PDF, 2 MB). The Examining Authority has responded to this request with a Procedural Decision (PDF, 113 KB).

The Examining Authority (ExA) has taken a Procedural Decision (PDF, 127 KB) to postpone any further detailed planning of a possible Accompanied Site Inspection, but rather requires the submission of a detailed flight plan for an Unmanned Aerial Vehicle (UAV) with a view to undertaking a comprehensive high-resolution video of the Proposed Development site.

The Examining Authority would like to thank those who provided written submissions by Procedural Deadline A. These have been very helpful ahead of the Preliminary Meeting (PM). For those that have indicated a wish to speak on specific agenda items, instructions on how to join the meeting will be issued by email on Tuesday 20 October 2020.

For those that would like to view the PM in real time, the link to the livestream will be published on this project web page on Tuesday 20 October 2020.

Those participating or observing the PM should familiarise themselves with the Rule 6 letter (PDF, 604KB), dated 23 September 2020. It is particularly important to read Annex B, which provides an introduction to the PM, as this will not be covered in detail in the meeting.

This application was received by the Planning Inspectorate on Thursday 9 April 2020.

The Applicant has agreed that all application documents can be published as soon as practicable to help everyone become familiar with the detail of what is being proposed in this application. The Planning Inspectorate will therefore make the application documents available as soon as practicable.

This provision is solely for the purpose of allowing more time to all those who wish to become familiar with the detail of what is being proposed ahead of the relevant representation period without lengthening the overall time required for the application process. There will be no opportunity at this stage to make comments on the application. However, if the application is accepted anyone interested in the application will be able to register and express their views during the Relevant Representation stage and the subsequent examination.
