Inappropriate application for a wast incinerator, in the centre of a town, close to several schools. This location is also wholly unsuitable due to traffic and transport congestion already in the town. Moreover, it was chosen, despite being contrary to guidelines and common sense purely because of the perceived (and incorrect) lack of public resistance.
