I think there are a lot of people objecting to this because of nimby-ism, and that includes our local MP who they appear to have won over. The location of the new electricity substation makes this a very sensible location for a solar farm. The area in question is not visible from miles around (like wind turbines are), and all communities need to share in projects such as this. The land in which the solar farm will be located should still be useable to graze sheep and the like (permitting grazing animals such as sheep should be a condition of granting the application) and it has been demonstrated that grazing animals in such areas is beneficial because of the abundance of shelter offered. Not being able to plant crops should also significantly improve the bio-diversity of the area. I would much rather have solar panels in the area than more wind turbines or gas / coal or any other type of generation that would be possible in such a location.
