CPRE Rutland is supportive of renewable sources of energy when of an appropriate scale, in an appropriate location, when in an efficient and scientifically proven format of generation and when they have the support of the local community. Off shore wind, small on shore turbines and commercial/domestic roof mounted solar panels are the charity's preferred options. CPRE Rutland opposes the Mallard Pass Solar Farm proposal because of :- 1) Its projected negative impact on the countryside landscape and surrounding valuable productive agricultural land 2) Its scale is inappropriate to the character and construct of the rural neighbourhood 3) Its the least productive and cost effective form of renewable energy when compared with offshore wind 4) It is in conflict with the draft strategic policies of the emerging Rutland Local Plan 5) It will lead to a loss of productive agricultural land and harm to valued wildlife 6) Its biodiversity negative impact will be significant 7) It has no mandate from the local community 8) Its construction phase involves an excessive property and land acquisition strategy. All of the above will be expanded upon in a full written submission when invited to do so.
