The proposal to build Mallard Pass Solar Farm is not being done in the long term interests and benefits of the residents of Essendine and surrounding Villages, the Rural economy or the environment. The project will destroy the rural environment and open views that the people of the village live in the country side to appreciate. Photovoltaic (PV) systems should be on roof tops and new homes where they operate most efficiently based on The United Nations Life Cycle Assessments for Electricity Generation Options Carbon Neutrality report and were home owners can take advantage of the Feed in Tariff rather than large corporations, this project will not give end consumers lower energy bills. Photovoltaic (PV) Solar Farms are one of least efficient forms of renewable energy production with some of the highest lifetime pollution ratings for Green House Gas emissions (GHG emissions) with dependency on mineral resources and Arable land which can currently be used for the production of wheat, barley, oilseed rape etc. .PV systems are not a stable and reliable source of utility energy production for the UK with lower efficiency than wind which can still produce energy after the sun has set. Based on stage two data I question the the accuracy of the Zone of Theoretical Visibility as the points selected to show the visual impact of the proposal were heavily bias in the projects favour. Any party making a decision on the project should walk the complete proposed site to view and determine the impact for themselves. The construction of the New Substation and it's infrastructure will have a major impact on the Visual Landscape due to it's size, height and location which is West of the East Coast Mainline, outside the current Mallard Pass Industrial estate which is contained within the village and is East of the railway line it will be located in what is currently open arable land and have a major impact on the Zone of Theoretical Visibility from the properties located along Ryhall Road an Glen Crescent. The 3.2meter high Solar arrays will have a major impact on the topography of the land and will have a major impact on the Zone of Theoretical visibility for the residents of properties along Ryhall Road and Glen Crescent, with reflective light from the structures when the Sun is west in the afternoon/evening. The exact design details of the proposal are not finalised leaving the option for the Battery Storage which has been removed at this current stage to be pushed back in at a later stage as the Tendering process continues. The detail to screening with regards to plant size and maturity is missing and based on the submission and planting at the current Ryhall 400Kva substation will have little impact in mitigating all new structures added to the topography of the land and which will have major impacts on ZTV. the effect of which can be viewed now. I request the examining authority review the authenticity of the company 'Mallard Pass Solar Farm Ltd' 12575861 it's owners their associated business interests through the Governments own 'Companies House' data base but also the companies experience and success in building and delivering such large projects at a national level.
