Route impacts: Potential changes to routes for ambulances (emergency and routine), health workers and patients to all healthcare settings (acute, primary and care homes) both during the setup and the daily operational working periods of the scheme. Temporary and permanent changes to existing routes could result in delays in transferring patients to hospitals, disrupt medical staff moving between settings and impact patients attending appointments. Opportunities to improve routes for ambulances, health workers and patients should be considered in the design of the finished scheme as well as the construction phase. Construction workforce impacts: The second main issue is the burden on health services of construction workers introduced to the area, including the cumulative impact of workers for this scheme in combination with those for other major infrastructure projects and major housing developments running at the same time. Additional construction activity in the area and the presence of workers who do not normally reside in the area will bring greater demands to emergency, acute and primacy care services. Information on the numbers and location of workers and phasing of their work, an assessment of their impact on the local health economy in isolation and in combination with other major construction projects planned in the area and proposals to mitigate the impacts identified.
