The tunnel does not free the WHS of traffic. It is not cost effective.Especially if World Heritage status is lost. It does not improve the traveller experience or safety. It does not provide a bypass for Amesbury or improve road transport in south wiltshire, which is both a health hazard because of the A30and A36 running through the centre of Salisbury and with a N-S rat run through Laverstock Milford . Salisbury has Air quality problems , poor health and poverty cf north Wilts, and Highways England South West accept that road systems in south Wilts are neglected. Economic transport access to Porton DSTL HPE and NS road routes from Southampton are important. The hydrology of chalk aquifers may be affected by the tunnel, and the safety of Salisbury Cathedral and city from flooding and in the case of the former of lowering of the water level may cause subsidence.
