That the merits of building a tunnel in the vicinity of the Stonehenge site rather than a cutting have not been adequately financially or environmentally assessed.

The cost of building a tunnel is substantially higher than creating a cutting and a cost benefit analysis of funding a tunnel rather than a cutting should be carried out taking into account all financial and environmental factors.
