My view is that the in this complex proposal, the benefits of the works to landscape and heritage exceed the costs, which are not insignificant. I take into account not just the World Heritage Site landscape, but also the needs of traffic and communities and alternative options for ameliorating existing problems. Debate about the proposal has shown considerable public misunderstanding of archaeological practice and values, and part of my submission would be to explain the nature of archaeological remains in the ground, how they are investigated by archaeologists and what the development would mean in practice for ancient remains.
