The fact that Highways England has not considered any alternatives to its current, controversial plan suggests that its tactic will be to use its superior financial strength to force its design through.

This is a pity. It is short-sighted, invasive and somewhat arrogant in view of Unesco's recommendation to rethink the A303 scheme and the repetition of this advice by Unesco's World Heritage Committee in 2018. Stonehenge could thus lose its cherished status. The current road plan ignores not only the considerable archaeological importance of the surrounding countryside, but also its aesthetic value.

Then this: It is not impossible to foresee strong physical objection once the current plan is put in motion (Gilets Jaunes?), or what may happen if a different and more discerning government comes into power. The monster may be stopped in its tracks when it is but half-finished and remain an ugly scar for decades to come.
