I know this route well, from using it on an almost weekly basis when we lived in Devon. I remember the improvements around the roundabout west of the Solstice Services. It took years to complete, it looked promising, was good politically, but was not cheap.. and it only served to hurry motorists to the next pinch point sooner.
Unless there's a plan to dual ALL of the A303 ALL the way to the Honiton bypass there will always be a pinch point, and the hundreds of millions spent on road improvements west of Amesbury will have very limited benefits. In the case of the tunnel under Stonehenge - I am unconvinced the this project is in anyway justified. It will achieve very very little. And it will take away the biggest compensation for slow progress on the A303 - a sight of Stonehenge.
