This proposals, if approved, would harm considerably a heritage site of international importance. It is therefore contrary to Section 16 of the NPPF (Conserving and enhancing the historic environment).

You will be aware of the NPPF requirements on planning authorities to consider the impact of development on any site of such historic importance, specifically, but not only, 'Any harm to, or loss of, the significance of a designated heritage asset (from its alteration or destruction, or from development within its setting), should require clear and convincing justification.'

I strongly oppose these plans.
