The proposed construction would cause irreparable damage to the World Heritage Site. Many alternative options in that would not damage the World Heritage Site have not been considered or evaluated satisfactorily, nor included in the consultation. The evaluation process used by Highways England gives undue weight to the benefit to road users of shorter journey times, and insufficient weight to the delays caused to traffic elsewhere by the traffic generated by shorter journey times here. The alternatives that have not been satisfactoriy considered include the imposition of a charge on road users adequately reflecting their demand for a scarce resource. James Mackay
