This scheme is beyond insane. Apart from the FACT that the DfT, NH and the Treasury cannot find a single reason in research or argument, why road building can be economically beneficial, there can be no plausible reason for thinking that it can be compatible with poilcies, aims and international commitments to reduce carbon emissions. How we cannot afford to pay public servants like nurses, the money to retain enough of them to maintain the services, and yet fork out the obscene level of funding represented by this scheme, is beyond the wit of rational people to explain.
