My main interest is around the issue of a failed road expansion policy which simply generates more traffic, and more emissions... Building new roads doesn't meet demand, it generates new demand, by continuing to make road transport the desired mode of transport over all others. This will result in an increase in carbon emissions at a time when other sectors of society are doing good work to reduce emissions. To say nothing of the colossal cost...
