That the crossing does not include a rail link. At present rail carries 11% of passenger miles, but produces on 3% of transport GHGs. The TPI publicatioin Net Zero Transport states that in order to achieve a transition to net zero by 2050, in addition to a 73% reduction in emissions due to fuel switching of road transport, there must bea shift to public transport and active travel of 13%. This shift far excees any modal shift that has been achieved previously, and will not be possible unless rail is included in new transport schemes.
