I am gravely concerned that the scheme as presented has not adequately considered the risk to human health in respect of residents living in Hatfield Peverel through increased traffic. The reports produced by National Highways only indicate a degree of mental anguish to some residents, but do not appear to address the health risk arising from NO2, PM2.5 and PM10 which are already at high levels and are in exceedance of WHO guidelines .COMEAP have reported on the health risks associated on these pollutants and associated cost to the NHS. National Highways position appears to be that an alternative route by-passing Hatfield Peverel would be too expensive and the scheme would be compliant to present legal limits, yet they have decided to make a deviation at Rivenhall on Air Quality concerns. It is understood that a revision downwards on legal limits is imminent.
