“The world has entered a climate emergency, which demands that we increase action to address climate change at all levels as quickly as possible,” UN Climate Change Executive Secretary Patricia Espinosa said, adding,"More leadership and direction from national governments and people in all areas of society is urgently needed" (2021). Recent record-breaking global heating and drought in the UK, Europe and around the world demonstrate that it is an escalating crisis. No scheme increasing carbon emissions on this scale, having a material impact of meeting UK carbon budgets, can be justified within the planning balance. Further, it is not scientifically nor morally acceptable for such a scheme to go ahead and add to increasing climate chaos and breakdown. Essex already has 47.8% emissions from the transport sector. To proceed with this, which will increase these dangerous emissions is morally irresponsible and will further jeopardise the future health of the people in the county, the country, the planet and its people.
