Essex County Fire and Rescue Service (ECFRS) consider the A12 Chelmsford to A120 Widening Scheme is likely to have a significant impact on its operations, service capacity and resources (staff, vehicle fleet & estate assets) requiring appropriate mitigation and management measures to be identified and secured through either a planning obligation or Deed of Covenant. Such measures are likely to incorporate: Developer funding & new fire service facilities provision to increase the capacity, response capability & project preparedness for ECFRS staff, vehicle fleet & estate assets. Developer funding to support ECFRS Operational staffing provision for the duration of the construction period to liaise with the Developer, other blue light partners and support creation of handover procedures in the event of an emergency and membership at relevant working groups. Establishing appropriate Terms of Reference, Membership and a Communications Strategy for a Transport, Community Safety, Risk Reduction Working Group – to include ECFRS as an emergency service provider, along with its blue light partners such as Essex Police and East of England Ambulance Trust.
