Hallam Land Management (HLM) are registering as an Interested Party in the examination of the A12 Chelmsford to A120 Widening Scheme (“the Scheme”) for development consent. HLM has a variety of land interests within the generality of the corridor, some of which immediately abut proposed works associated with the Scheme. HLM support the overall principle of improving the connectivity of this important road link in the East of England. HLM concur that the section between Chelmsford and Colchester (junction 19 Boreham Interchange to junction 25 Marks Tey Interchange) requires the significant capacity upgrades outlined in the Scheme to relieve congestion, improve safety, and enhance journey times. It is important that the key components outlined in Plate 2.2 - Proposed scheme design overview (Environmental Statement Non-Technical Summary) are retained and not fundamentally altered during the DCO process. We reserve final judgement on the Scheme until further information is provided by the Applicant during the DCO process, as this may affect our land interests. HLM therefore request to attend the Preliminary Meeting and hearings that will take place during the Examination in order to be fully appraised of any material change that may occur during this process. We also wish to reserve the right to provide further written evidence to the appointed Examining Inspector(s) when the Examination commences.
