My name is Anthony White and I am representing myself. I am a resident of Herne Bay and shall be affected by the proposals that Manston Airport re-open as a cargo airport. I understand that as a cargo airport there will be day flights and may well be night flights. I have looked into the effect such flights will have on my quality of life and am concerned that the Planning Inspectorate should scrutinize the RSP application most assiduously to ensure that the application is an truthful representation of their intentions and is factually correct. My main concern is one of noise levels, particularly at night. Despite [Redacted] assertion that the RSP do not intend to run night flights,they clearly state that that such flights are planned. It is vital that you question this apparent disparity. I am worried that the applicant proposes night ATMs rated at QC4 which are prohibited from London airports on noise grounds. This seems to me to be unreasonable and unacceptable. As well as a whole range of negative health impacts from particulate, NO2 pollution and greenhouse gas emissions just the effect of loud noise itself has been shown to seriously affect people's mental and physical health. Sleep disturbance is a major factor in that. In addition the effect on children's education by aircraft noise at night is a worry as is the lack of a cap on night flights. I have been told that many if not all the aircraft are older and noisier than is available. This is something that needs to be investigated in the light of research. In conclusion I would like the Planning Inspector to establish the true proposals of RSP. 17,100 cargo flights are predicted for Manston which suggests 8500 night flight and an overall noise quota of 3028 PC points a year applied for implies more than 7500 annually or 20 per night while RSP's Environmental assessment bases its worst case assumptions on only 8 flights per night or 2920 a year. This in itself seems to contradict its no night flights assertion. There seem to be much debate as to how much of RSP's application can be believed but I have every confidence that you will establish where the truth lies
