The outline of the main points I intend to make is as follows.

  1. The application does not meet acceptable criteria as an infrastructure development of national significance due to the inappropriate location of the proposed development.
  2. The supporting data in the application is unsound and contradicts the bulk of previous expert analysis and empirical fact.
  3. The historical context of the proposed development should be examined, along with the history and fitness of persons proposing to undertake the development.
  4. There are better alternatives than those presented in the application- The provision proposed by the applicant is already available in better locations elsewhere in the UK, and the land in question is better used to meet business and housing needs in accordance with national policy.
  5. The claims regarding projected level of business does not correlate with formal and informal sources of information regarding potential demand for services in this location.
