Having been employed by various business based at Manston Airport I believe it is in the best interests to have it working as a functioning airport again, especially as sometimes I had to transfer passengers who landed there due to fog at Heathrow or Gatwick or due to other incidents. It's too valuable an asset to be turned into housing. The fact is modern aircraft are a lot quieter than previous generations of passenger airliners and most older airliners these days are fitted with hush kits to keep the engine noise to acceptable levels. Furthermore it has been used for emergency landings and aid flights in the past and could do so again, along with being used for air cargo, freeing up landing and take off slots at Heathrow and Gatwick and easing congestion at those airports.
