How this proposal fails to meet the requirements of the National Policy Statement and why it is not the best means of creating additional capacity if that is still needed. The impacts that this proposal in combination with others projects will lead to an unacceptable increase in delay at the Narborough level crossing and exacerbate already concerning issues with congestion and air quality in that are and, additionally, increases community severance between the two areas of Narborough Parish which straddle the railway. There are also health an safety concerns and potential increase of local flooding from surface water run off at the development site.
