The two main issues are the noise and air pollution. There are many positives including employment and the impact on the local economy. It will take at least a decade to get this through consultations etc. which is way too long. However, it enables technology to meet the needs of today. So I support the provision of this new runway providing air and noise pollution is brought down to 'agreed acceptable' levels. This would, for instance, mean the use of electric aircraft which by the time of opening should enable 'acceptable' levels of pollution to be achieved. So if the owners want a new runway then allow it conditional upon 'agreed and acceptable' levels of pollution. That way the owners and aircraft manufacturers can focus on delivering rather than have constant objection on the grounds of NIMByism or anti-climate change. The market will always adjust once authorities agree acceptable levels of pollution.
