I believe that Gatwick's plan to increase flights by using the service runway will be detrimental to the environment of the area, benefits only the owners of LGW and should not be permitted to go through. The increase in noise and air pollution would be devastating to local communities and the rural residents around the airport. It should not have escaped the regulator's attention that LGW has demonstrated over the years that it doesn't care about the communities or environment in which it operates, despite paying lip service. It is only concerned with increasing the value of the airport as an asset to be sold on at a significant profit. Boosting throughput of passengers is a key metric for ramping up their value in the asset. This should be seen as theft - residents lose the ability to live here in peace, and the owners of LGW pocket a wedge of cash. I doubt anybody in a position of oversight, or with a modicum of authority to prevent this want this failure on their watch.
