This relevant representation has been submitted separately for both LHR Airports Limited and Heathrow Airport Limited, which are related companies within the Heathrow group corporate structure. For ease of administration, Heathrow requests that for the purposes of participation in the examination, ‘Heathrow’ is treated as a single interested party. On 5 September 2023, LHR Airports Limited (a group company of Heathrow Airport Holdings Ltd) was notified of the acceptance of the application made by Gatwick Airport Limited for a development consent order (the “DCO application”) for the Gatwick Airport Northern Runway Project. LHR Airports Limited was notified of the acceptance of the DCO application in accordance with section 56(2)(d) of the Planning Act 2008 (“PA 2008”) as a person with an interest in the land to which the DCO application relates. In particular, LHR Airports Limited has rights in land at a site known as Viking House, part of which is proposed to be subject to permanent acquisition for the project (plots 6/733, 6/734, 6/736, 6/737 and 6/740 as shown on the Land Plans (application doc ref 4.2) and described in the Book of Reference (application doc ref 3.3) submitted with the DCO application). Accordingly, for the purposes of the examination of the DCO application, LHR Airports Limited is an “interested party” pursuant to section 102(1)(aa) of the PA 2008 and an "affected person” pursuant to section 92 of the PA 2008. In addition, Heathrow Airport Limited (“HAL”) (also a group company of Heathrow Airport Holdings Limited), as the operator of Heathrow Airport, has an interest in other aspects of the DCO application that may affect Heathrow Airport’s operations. HAL is a relevant airport operator for the purposes of consultation on the proposed imposition of new noise operating restrictions under Regulation (EU) No. 598/2014 which is to be carried out as part of the examination of the DCO application. HAL is therefore interested in the proposals for a noise envelope put forward in the DCO application. HAL also wishes to register its interest in relation to airspace arrangements, the approach to assessment of environmental impacts, aviation-related forecasts and other matters that are relevant to airport operations.
