The main issue is that the only reason this application has been proposed is because they want to build houses on the current site and have been offered lots of money to do so. The plant has no operational need to move. Houses could be built elsewhere. Why destroy greenbelt land unnecessarily? Upgrade the current site, build the new houses somewhere else.
