In assessing the proposals, the Planning Inspectorate, and in turn the Secretary of State, must be satisfied that the impacts of the proposals have been adequately assessed and the weight attributed to these is correct. It is recommended that consideration should be applied to potential harmful effects associated with odour and amenity and transport. It is important that the stated benefits of the proposals are also the subject of robust assessment so they can be given appropriate weight in applying the planning balance.
